Then test it
Agree the plan with whoever funds it before the first conversation, and do not change the measures after you see the results.

Questions
How long should a pilot run?
Ninety days is a practical minimum for conversations to turn into pilots.
Can I change the plan mid-pilot?
Only at the day-forty-five check, and record why. Changing measures after you see the results defeats the test.
What if I hit some thresholds but not others?
Adjust one thing and run a second cycle, or decide that the weak measure means stop. Write the rule beforehand.
Is this regulatory advice?
No. Take advice from qualified professionals before operating in a new market.
